Billy comes from a wealthy family in New York. His family has a house in Newport. He met Gladys Russell in 1883 and took a friendly interest in her. Bertha Russell knew his family prior to it.
Season 2[]
Episode 8[]
Billy is attending a tea party hosted at the Russell house in honor of the completion of the Metropolitan Opera. Gladys introduces him to Aurora Fane. Billy says that he'd like to be one of Gladys's suitors, but Gladys brushes it off in a friendly way. He tells Gladys that he saw her in Newport at Mr. McAllister's party, but didn't dare to ask her to dance.
At the opening night of the Metropolitan Opera, Gladys keeps on paying attention to Billy, instead of the Duke of Buckingham, and Bertha isn't pleased with it. [1]

Billy nearly approaches George for Gladys Russell's hand in marriage but leaves abruptly. Billy's mother also caves in to Bertha's threats.
